Situational analysis of antimicrobial resistance policies and program implementation in the Philippines, 2019–2023

This study reviewed the implementation of the Philippine National Action Plan to Combat Antimicrobial Resistance (2019–2023), developed under the WHO’s Global Action Plan using a One Health approach. It found strong progress in AMR policy, regulation, and surveillance within human and animal health sectors. However, the environmental sector remains underrepresented, lacking formal mandates and monitoring systems, which hinders a fully integrated approach. Challenges also persist in agricultural data collection, laboratory capacity, and coordination among local agencies. The study calls for increased funding, expanded surveillance, stronger environmental engagement, and inclusion of socioeconomic and gender perspectives to improve policy effectiveness. Overall, the Philippines has made key strides against AMR, but sustained collaboration and investment are essential for a comprehensive national response.
