Embedding animal welfare in the IPEA mandate: a One Health imperative for curbing antimicrobial resistance (AMR)

This paper argues that animal welfare should be formally integrated into the mandate of the Independent Panel on Evidence for Action against Antimicrobial Resistance. While global targets aim to reduce antimicrobial use in agrifood systems by 2030, livestock use is still projected to increase significantly by 2040, and progress in reducing use is slowing. The continued reliance on antimicrobials for growth promotion and routine prevention in many countries remains a key driver of resistance.

The paper demonstrates that improving animal welfare—through better housing, management, nutrition, and preventive care—can substantially reduce the need for antimicrobials while maintaining productivity. It also highlights that intensive farming systems facilitate the spread of resistant pathogens via multiple pathways (food, environment, and direct contact).

Overall, the authors conclude that embedding animal welfare science into AMR policy frameworks would enhance systems-level approaches, reduce antimicrobial dependence, support sustainable food production, and strengthen the global response to AMR.
